Banning Lewis Ranch Metropolitan District No 5 serves the 584-home gated community located in Colorado Springs at Dublin Blvd and Vista del Tierra. The Retreat is an age restricted (55+) covenant-controlled community. Oakwood Homes was the builder and construction of the Retreat community began in March 2020. Residents of the Retreat enjoy several amenities including a recreation center, infinity swimming pool, pickleball courts, fitness and wellness classes, golf simulator, trails and open spaces. The District provides weekly trash-pick-up services and plows the snow off of the streets, sidewalks and driveways of all 584 home lots within the Retreat.

Banning Lewis Ranch Residential Metropolitan District

The Banning Lewis Ranch Residential Metropolitan District (the District) is a quasi-municipal corporation and political subdivision of the State of Colorado. The District’s boundaries wholly encompass the community know as the Retreat. The District’s board of directors are elected solely by Colorado registered voters living and/or owning property within the Retreat. The District provides multiple services for the neighborhood including: (1) maintaining the open spaces, storm water detention ponds, private streets, entryway monument signs, and perimeter fencing (2) maintaining and operating the recreation center (the Barn), swimming pool and pickleball court facilities, (3) plowing snow off of the private streets, sidewalks and driveways of all 584 homes, (4) providing fitness and wellness programs for the exclusive benefit of the residents, (5) monitoring and enforcing the neighborhood’s restrictive covenants and maintenance standards applicable to every lot and (6) providing architectural review services in accordance with the neighborhood’s restrictive covenants and architectural guidelines. The District also collects property taxes to repay the debt that was incurred to subsidize the costs incurred by the builder to install the roads, utility lines and other public infrastructure within the Retreat.

PARKING ENFORCEMENT

Vehicles are prohibited from being parked on the streets within the Retreat between the hours of 12am and 6am daily. The District's parking enforcement contractor patrols the streets and may tow vehicles that are in violation of the overnight parking restriction.

Clubhouse/Pool

Located in the middle of the Retreat community, the Barn recreation center includes several amenities including a 670 sqft full kitchen, 1,300 sqft gym, 1,100 sqft yoga room, golf simulator and game room and a 940 sqft conference room meeting space. Adjacent to the Barn, is a 105,000-gallon infinity pool and hot tub looking west towards the Rocky Mountains.
