The following is a brief description of the services provided in the Retreat neighborhood:

| Covenant Enforcement Services | District #1 (controlled by Oakwood Homes) is responsible for enforcing the covenants within the Retreat. District #1 selects the contractor to provide enforcement services for the homes within the Retreat. District #1's board establishes enforcement policies and monitors the enforcement services provided by its contractor. |
| Design Review Services | District #1 (controlled by Oakwood Homes) is responsible for providing design review services to homeowners in the Retreat. District #1 has assigned this responsibility to its Design Review Committee (DRC). The DRC is responsible for evaluating whether each homeowner request complies with District #1's Design Guidelines (a copy of which can be downloaded from the document library on this website). |
| Snow Plowing - Streets, Sidewalks and Driveways | The District is responsible for plowing the snow off of all streets and sidewalks within the Retreat. In addition, the District is responsible for plowing the snow off of the driveways of all 584 homes within the Retreat. |
| Garbage Collection | The District provides weekly trash pick-up services through its trash contractor, HBS Trash. |
| Street Parking Enforcement | District #1 (controlled by Oakwood Homes) establishes and enforces parking rules for all streets within the Retreat. |
| Open Space Landscaping Maintenance | The District owns and maintains the landscaping on all open spaces throughout the Retreat. |
| Street Light Maintenance | Colorado Springs Utilities is responsible for maintaining the street lights throughout the Retreat neighborhood. Any maintenance issues or concerns regarding the street lights should be directed to Colorado Springs Utilities. |
| Mail Delivery | Mail is delivered Monday through Saturday each week by the US Post Office. Mail for the Retreat neighborhood is processed through the US Post Office branch located at 8585 Criterion Drive Colorado Springs, CO 80920. The District is responsible for maintaining and repairing the community mail boxes at the Barn. However, USPS is responsible for managing the keys for each community mailbox. |
| Mosquito Control | Neither the City of Colorado Springs nor El Paso County provide City-wide or County-wide mosquito spraying services. Each resident must decide how to address mosquito issues on or around their property. |
| Utilities | The following utilities service the Retreat neighborhood: Water – Colorado Springs Utilities Electricity – Colorado Springs Utilities Natural Gas – Colorado Springs Utilities |
