Design Guidelines

Article 5 of the Master Declaration of Covenants, Conditions and Restrictions for Banning Lewis Ranch ("Master Declaration") requires all homeowners to obtain pre-approval from the Design Review Committee (DRC) before making certain improvements (defined in paragraph 5.1) to their lots. Homeowners must complete and submit to the DRC a design review request (DRR) form. (Click on the link below to open and save a blank copy of the DRR form.) Per paragraph 5.8 of the Master Declaration, DRR forms are considered automatically approved if the DRC does not respond within 60 days of receipt of the DRR form.

The DRC’s policy is to approve or reject DRR forms based on whether the proposed projects described in each DRR submission complies with the Design Guidelines as published by the DRC . A copy of the DRC’s current Design Guidelines can be opened and/or downloaded using the link below. Homeowners submitting a DRR form must indicate on their DRR form that they are familiar with the DRC’s current Design Guidelines.

Design Review Committee (DRC)

The Master Declaration designates Banning Lewis Ranch Metro District No 1 ("District 1") - controlled by Oakwood Homes - as the entity responsible for establishing the Design Guidelines applicable for all homes within the Retreat neighborhood. Per section 5.2 of the Master Declaration, District 1 has the authority to establish the DRC and is responsible for appointing and removing all individuals serving on the DRC. No homeowners within the Retreat have the ability to remove or replace directors serving on District 1, and homeowners living in the Retreat are ineligible to run for election to serve on District 1's board (because nobody in the Retreat lives within the boundaries of District 1, which is comprised solely of a few small land parcels located outside of the Retreat  that are owned by Oakwood Homes).

City Permits

Homeowners are responsible for contacting the City of Colorado Springs to determine whether a permit from the City must be obtained for the homeowner's proposed project. Receiving approval for a project from the DRC does not mean the project will be approved by the City and vice versa. Installation of sheds, driveways, driveway extensions, sidewalks and fences are a few types of projects that require approval from both the DRC and City of Colorado Springs.

WARNING: The screen resolution of your computer can cause the online paint swatches to appear significantly different that the physical paint color swatch. For example, gray colors may appear blue, red colors appear pink, light-shaded colors appear as a darker shade, etc. Confirm your color choices by reviewing the physical color swatch before submitting a design request form to change the color scheme on your house.
